根据这份报告,按实际购买力衡量,5 年间美国的年度科研开支从 1310 亿美元下降到 1190 亿美元。而同期,日本的科研开支增加了 90 亿美元,中国增加了64 亿美元。总体来看,美国仍是全球第一科研大国,但亚洲在全球科研开支中所占比例从 18% 上升至 24% 。而欧洲保持稳定,维持在 29% 左右。
以生物医学(Biomedical )研究领域为例,2007 年美国在这一领域的开支占全球 51% ,到 2012 年这一比例下降到了 45% 。
参与研究的密歇根大学医学专家 Reshma Jagsi 指出,从长期来看,生物医学研究会对下游经济产业产生若干重要影响,因此美国应着力保持在该领域的科研优势。
研究人员发现,美国科研开支下降最主要的原因并非公共部门削减经费,而是产业界的研发投资显著下降,例如对临床试验等的资金支持减少。Jagsi 表示,这将使得越来越多的研发项目向亚洲转移,因为那里的劳动力成本相对较低,政府还会提供资助,科研机构的设施及服务也更加灵活。
这份报告呼吁,美国在努力增加联邦政府科研经费的同时,还应注重给产业界提供政策刺激,鼓励其在生物医学等领域增加美国本土的研发投资。
