照顾谁

“医疗照顾要照顾谁，要有科学的鉴定标准。”马晓伟在国务院新闻办当天举行的国务院政策例行吹风会上表示，在医疗照顾方面，将通过建立老年医学照顾诊断标准体系，来鉴别失能和半失能老人，并根据鉴定标准制定相关政策、开展相关医疗服务。

谁照顾

马晓伟指出，2015年，我国60岁以上的人口已达到2.2亿，占总人口的16.6%。除了“照顾谁”的问题，还要解决“谁照顾”的问题。他指出，要坚持政府倡导、行业准入、多元投入、规范发展的原则，建立一支走进家庭、走进社区，面向生活、面向社会的护理队伍。

在哪照顾

对于“在哪照顾”的问题，马晓伟说，我国老年人的医疗照顾要以居家社区照顾为主。为此，基层的基本公共卫生服务能力需要进一步增强，老年医学的实践环节要在基层落地。要走出一条以社区家庭养老为主，以机构养老为辅的路子，来解决“在哪照顾”的问题。

马晓伟指出，“十三五”期间，有关部门将开展老年护理保险试点，探索建立相关保险制度，来解决“谁出钱照顾”这个问题。
